Need to report on 3rd Party rates page hits vs Marksman rates page hits

Currently if you hit the "Get Rates" button on the rates page directly through Marksman or through a third party screen pop, the stats table records a 3000 transaction value with a description of "Query Rates Request".  So we can track the number of 3rd party queries vs the marksman direct queries, we need to have these recorded differently in the stats table.

Affects billing and our ability to better monetize this service.

This was addressed with the Partner Tracking project, according to Matt Anderson:

Currently in the stats table, we only record the user that hit an API, not the thirdParty. Having the Third Party would allow us to properly track who is accessing the system for partnerships and billing. In addition, we do not track the number of products returned, only that a response was returned. We have a new pricing model ready to charge on products returned but need to start tracking it in order to take advantage of the charge model.
