Veteran or User Type on VA prospects does not save in loan criteria

When you change veteran or User type from the rates screen on a prospect and select "Save Loan Criteria Changes," these fields do not save and return to the default for the user.  Same when updating 1003 app.  These fields do not appear in the modify scenario tab so perhaps the fix would be to include those going forward.  Will help the user experience within our system.

Are the fields listed in the modify screen the only that are available to update and actually save?  If so, are there additional fields that should be included?

The fields highlighted on the rates page attachment are the ones that do not save when accessing the rates page from the prospect.  These are the fields that are missing from the modify screen.  Should these all pull when accessing the rates page from a prospect?

Note: When the criteria changes are saved with exempt as the Veteran Type, the Finance F/F field defaults to $0.  This remains when the rates page is accessed again through the prospect.
