Restore MI Links in Marksman

Hightech Lending and ACC both need access to the MI company links within Marksman.

These links were previously located on the rates page side bar (see attached picture).

Thought - what if instead of adding back MI links, we added functionality for companies to add a folder of links, any links, they think are important for users to have.

Why did we remove these in the first place?

The change was made 6 months to a year ago.  The links give them access to the rate cards. There were other links available that provided access to Agency guidelines.  Would we be better to think of a different solution to these links?

DWQ-10885 - removal of the guideline links (created October 14, 2016)

As a Mortech customer accessing the rates page I do not want to access the guideline links that were previously located on the left panel so that the primary rates page is cleaned up with features that are highly used

    FHA - 2100 times since Jan 1
    VA - 1800 times
    PMI -2900 times - 1100 Unique events
    RD - 1764 times
8.9 million rate clicks since Jan 1

In the near-term, we can add links to the Help Center per Melody.  If the links are added back in, they can be added where they were previously (see attachment). The Rates Page Redesign (TBD) will determine a better location for these links.

The value to Mortech was questioned in the discussion but the simplicity of putting the links back on the page overshadowed it.

It was decided this should be moved to BOB as an easy and quick addition.
