Automate 'Expire Rates' function

Get rid of the button on the Admin site to 'Expire Rates' and create an automated step for this. This will remove the human error of remembering and exact timing. Would need to consider how to account for days when rates aren't deleted.

    A message was send in the #mortech_rates Slack room at 4:00 PM on May 26, 2017 from Mike Russell asking "all investors expired?"  After further investigation, all rates were showing expired on the Admin site.

    At 15:49:45 and 15:50:13 on 5/26 rate were expired. 

    This caused all investors to switch to red "expired" status, which prevented all pricing - in and out of Marksman. The second expiration also caused the deletion of any investors that hadn't posted rates in the 4 days prior (67 total).

    As I understand, the ability to accidentally double click "Expire Rates" has catastrophic implications of expiring all investors which removes all that have not updated in a certain period of time prior. Automation of this function would prevent unwanted investor deletion.

    Rates expired, then expired again.  Unsure what the cause of the last issue from May 26th.  Once this happened, investors were then deleted because of the lack of updates in between the rates expiring.  This caused approximately 30 minutes of work and 10-15 minutes where the rates were not available.  We are unable to recreate the issue, we only know which machine it happened on.

    The suggestion that came out of BOB was to get rid of the button and schedule to have it auto expire.  Ops will need to override this for holidays.
